As I understand it, Republican politicians design legislation to give to the very rich who can then return the favor via political donations.

Democrats tend to go more for the working person
and as such promise smaller portions, but to more people.

So yes, the statement is probably true, and at the heart of it, it sounds controversial, but is not.
