It certainly has not been a record of unalloyed partisan subservience, but neither has it been one of sustained opposition. But it is worth noting that opposition tends to be self-reinforcing: insofar as it prevents the administration from getting policy wins, or furthers a narrative of failure, fecklessness or corruption, it will tend to lower the president’s public standing still further.
