Bitter African foes Sudan and South Sudan reported Saturday that they had struck a deal that would let South Sudan re-start oil production and ship it through Sudan for a fee, but while U.S. officials hailed the accord, it remained unclear when, or even if, oil will start flowing.State Department officials credited Secretary of State Hillary Clinton with a "great success" for bringing the two sides together. I'm not knowledgeable about that area of the world. I do wonder if any agreement can be reached, and honored, if it does not involve the local war lords.
I'd say no deal would work unless the lower level subchiefs are in accord. Clan loyalty is much stronger than state loyalty so I'd say, yeah, you're right. The next trick will be keeping the pact together.
